Illinois state lawmakers passed the buck on this one. So, the governor, not willing to accept the un-balanced (read: big defecit) budget they passed earlier this month, has now taken out the proverbial budget axe.
Word is Quinn is using a combination of state employee layoffs, furloughs and cuts in healthcare, prisons and other programs to cut one billion dollars in state spending.
